we have a tight deadline (this week) to release 2021-02-01 to catch up with the MSFT build conference (this month).
and all the swagger files here are auto-generated from SQL DB source code. we will modify the upstream SQL DB source code to address your comment later (because this is a doc issue, not block any feature/service)

I have confirmed the doc of SQL DB is the only English version.
Thanks for the explanation re: usages.json. The only feedback I have is regarding preparing your PR for Swagger review. You should always copy all previous files to the new API version directory and check them in with no changes as your first commit so the reviewer can tell what's changed. As it is I had to check out your PR and manually diff the files myself costing precious time. |

All swagger files in this PR are auto-generated from SQL DB source code.
Carry all the minor changes (text changes) to 2021-02-01-preview version.
Usages.json was an existing swagger file since 2018: Microsoft.Sql/preview/2018-06-01-preview/usages.json
But it was disabled in SQL DB source code by mistake for two years. Now, we bring it back and there is no change.
